The little girl in my son's class had peanut alergies, and there could be cross contamination of food from processing plants that also processes peanut substances.
The information we recieved last year from the preschool (which we were told is the same as District 1) states that we cannot even bring food that has been processed in the same plant as anything made with peanutbutter. It is a little more complicated than just the peanut butter, since some cross contamination does happen when they are processed in the same plant.

NDGirl, you don't have to make sure that what you pack your child for lunch isn't processed with peanuts. You are able to send anything that doesn't have actual peanuts or peanut butter in it. Any lunchmeat or Lunchable (minus peanut butter cup or snickers), jelly, tuna, soups, cheese, etc is perfectly fine to send. There are lots of options besides peanut butter, although I know peanut butter is easy and convenient.

we had some dinky little punch cards from what I remember,
and you had to get new ones before your existing ones ran out or you were on your own...

I always assumed you had to pay in advance for the lunches. We get a note sent home when we have a weeks worth of lunches left. We would have a hard time packing a lunch, because of the new rules for packed lunches, I just do not have time to check into each and every food processing plant to make sure they do not have peanuts in the plant as well.
I don't understand why their in trouble in the first place. We always had to pay for our lunches ahead of time - not after. Also it shows how some people use the system. They could pack their own childrens lunch.
Very interesting little dilemna. How should the district handle these cases? I agree with collections. Put the ball in someone elses hands.
Being a geek, I think it's worth a shot to try the means of getting people to pay their bills online. What can it hurt? If I read that right there is a discounted price for those that pay that way so the district might not get all $1000 plus back but at least it's an avenue to collect some.
