Western side of the state doesn't have the population to put enough legislators in to win these battles.

Ponder for a moment a new state called Mondak (or whatever) that was made up of Western North Dakota and Eastern Montana. We probably wouldn't even have to levy any State or Local taxes because production taxes would most likely pay for our fiscally conservative way of operating government.
Right now the State of ND gains far more from us per capita in the west than they do from anyone, anywhere else in the state, and what do we get in return... next to nothing. In Montana, oil producing counties get to keep around 50% of the production tax, in ND oil producing counties get well under 10%, and the amount that we do get is capped.
