Sounds like a great idea for the inmates to be working on "city beautification" projects. I would utilize people "not working" who are drawing welfare and social benefits. I'M guessing the ALCU would find some "violation" of the rights of these individuals. Maybe the citizens need to vote to change the laws to allow the sheriff to utilize incarcerated invididuals who have violated the laws of Williston and Williams County. Can anyone say "sheriff Joe Arpio".
